英国《每日电讯》：成都已成为海内外投资的首选目的地

Reforms prove a magnet for business investment

成都：海内外投资的首选目的地

Listed as China’s best new first-tier city for many years， Chengdu has become a popular place to invest for domestic and international companies， according to local officials.

作为连续多年的“新一线城市”榜首城市，成都已成为海内外投资的首选目的地之一。

Gree， a major home appliance maker in China， celebrated the groundbreaking of its 5 billion yuan (￡562.64 million) industrial park in Chengdu’s Tianfu New Area on Jan 24. The industrial park will focus on smart home appliances production. The first phase， covering 98.84 acre， will be capable of producing three million washing machines a year， according to local officials.

1月24日，格力成都产业园项目在天府新区智能制造产业园正式开工。该产业园项目总投资约50亿元，规划布局洗衣机等智能家电生产基地。其中，项目一期占地约600亩，预计年产300万台洗衣机。

Dong Mingzhu， president of Gree ， said that the groundbreaking marked a starting point for Gree in Chengdu. The company will launch a refrigerator project， a home appliances project and a smart equipment and mould production centre in Chengdu in the future.

格力电器董事长董明珠表示，此次开工是一个新起点，格力电器紧接着在成都建设的第二个项目是冰箱项目，第三个项目是生活电器项目，往后还会把智能装备、模具生产基地陆续落户到成都。

Local officials said the smart production industrial park in the Tianfu New Area， where Gree’s industrial park project is located， has a complete industrial chain which covers research and development， design and manufacturing. The area serves an important role in leading regional industrial development.

据了解，天府新区智能制造产业园聚焦智能制造产业，集聚研发、设计、制造等全产业链资源，引领区域发展并参与国际分工和产业竞争。

Chengdu has long been committed to building an economic system with strong growth potential. It has paid close attention to developing industries such as hi-tech services， modern financial services and cultural and creative services. The business environment is attracting a growing number of businesses to the city.

去年以来，成都着眼开放型高质量经济体系建设，坚持以新经济为引领，大力发展先进制造业、高新技术服务业、现代金融服务业、文化创意产业等现代产业体系，产业发展环境不断优化，一大批国内外知名企业相继落户。

SenseTime， one of the leading artificial intelligence technology developers in China， opened a regional headquarters in the Tianfu New Area to help serve countries taking part in the Belt and Road Initiative， following its headquarters in Beijing， Shanghai and Shenzhen in Guangdong province. The regional headquarters will also be an innovation centre for SenseTime.

2018年12月，人工智能领域“独角兽”商汤科技投资不低于17亿元的商汤未来创新中心暨“一带一路”总部项目在天府新区投运。成都成为继北京、上海、深圳后，商汤科技第四个业务总部。

Xu Li， CEO and co-founder of SenseTime， said the Tianfu New Area is an energetic part of western China which has strong development potential.

商汤科技联合创始人、首席执行官徐立认为，天府新区是中国西部最具有活力的新城，具有一流的战略定位、城市规划、产业发展潜力。

Xu revealed that the Chengdu headquarters will have a core technology development team of at least 1，500 people. Some major players in artificial intelligence that have business ties with SenseTime will also settle there.

据悉，该项目将引进不少于1500人的核心技术团队及人工智能领域上下游企业主要团队。

“SenseTime will join forces with the Tianfu New Area to develop a hub for artificial intelligence，” Xu said.

“商汤科技将与天府新区一起筑就人工智能产业高地，共同打造中国智能经济发展的城市样本。”徐立表示。

Xu revealed that SenseTime also plans to partner with local universities to launch artificial intelligence- focused labs， innovation industrial parks and deep-learning supercomputing centres.

徐立表示，下一步，公司还计划进一步探索与本地高校组建人工智能联合实验室、人工智能创新产业园以及深度学习超算中心的建设。

The Tianfu New Area started construction of a “Unicorn Island” in July to promote unicorn business incubation. SenseTime is the first unicorn to settle there. Unicorns are start-ups worth $1 billion (￡761.65 million) or more.

商汤科技是落户天府新区新经济核心发展区——“独角兽岛”的首家“独角兽”企业。去年7月正式开工建设的独角兽岛，是全球首个以独角兽企业孵化和培育为主的产业载体，也是成都在新经济领域的一次大胆尝试。

Apart from SenseTime， online gaming developer Kunlun sees Chengdu as an ideal investment destination.

与商汤科技一样，在线游戏开发商昆仑万维也将成都视为最佳投资目的地。

“Chengdu is an important communications city located along the BRI route and the Yangtze River Economic Belt. The city also strives to be a hub that can lure global resources，” said Zhou Yahui， chairman of Kunlun. “Chengdu’s development strategy is aligned with Kunlun’s development strategy along the BRI route.”

“成都是‘一带一路’和长江经济带的重要交汇点，正大力打造国际门户枢纽城市，与公司致力于‘一带一路’沿线国家业务发展战略高度契合。”昆仑万维董事长周亚辉说。

In October， Kunlun signed an agreement with Chengdu Hi-Tech Industrial Development Zone to set up its headquarters and an industrial park in the zone.

去年10月，成都高新区与昆仑万维集团签订合作协议，昆仑万维将投资逾百亿元，在成都高新区设立昆仑万维集团全国总部及总部产业园。

Kunlun also announced that its subsidiary Opera Software ASA， a Norwegian web browser developer， would set up a wholly foreign-owned business in the zone. Opera’s headquarters in China will also be in the zone.

同时，其下属挪威浏览器厂商Opera Software ASA公司将在成都高新区设立外商独资企业，作为Opera中国区总部。

Zhou said that Chengdu’s advantages in luring talented people， production cost control， business environment， support of new-generation information technology and new industries are key factors that attracted Kunlun and Opera.

周亚辉表示，基于成都在人才资源、生产成本、营商环境等方面的优势及良好的新一代信息技术、新经济产业发展态势，昆仑万维决定将全国总部和Opera浏览器中国区总部落户在成都高新区。

Some upstream and downstream units of Kunlun will also come to Chengdu. More than 10，000 professionals will be attracted to Chengdu， according to Zhou.

“随着昆仑万维总部产业园的建设，未来围绕昆仑万维系列的上下游公司也将陆续入驻，预计到2023年将引进人才上万人。”周亚辉说。

Last year， Chengdu welcomed leading companies such as Microsoft， Sanofi and electric carmaker WeltMeister. The city was home to 285 Global Fortune 500-listed companies by the end of 2018.

过去一年，成都先后吸引了包括微软(中国)有限公司、赛诺菲、威马汽车等众多知名企业的投资。截至2018年底，世界500强企业已有285家落户成都。

“Chengdu’s urban development level is quite close to [traditional] first-tier cities such as Beijing， Shanghai and Guangzhou in Guangdong province，” said Zhong Bo， CEO of Chengdu Xgimi Technology Co， a smart-projector designer and manufacturer， “The infrastructure for industrial development is also improving.”

“近年来，成都的城市发展、交通等硬件条件已接近北上广等一线城市，产业配套也逐渐完善。”中国智能投影市场龙头企业——成都极米科技董事长、CEO钟波表示。

“Chengdu is also a livable and charming city with lower living costs，” Zhong added.

“成都也是一座生活成本相对较低且极富魅力、非常宜居的城市，”钟波补充道。

Zhong said that start-up businesses in Chengdu are lucky because local government provides strong support， such as tax and rent reductions， to such companies in their early stage.

“在成都创业是一件幸运的事。”钟波说，成都高度重视科技企业的发展，在极米创业初期提供了“房租减免”、“税收优惠”等政策支持，这对于处在发展前期的公司而言，是非常大的帮助。

Chengdu is not only showing off its charm to businesses but also to talented people. In 2018， 34 professionals named on the Recruitment Programme of Global Experts were drawn to Chengdu. More than 250，000 graduates with bachelor’s degrees or above settled in Chengdu， according to local authorities.

在成都，类似钟波这样的创业者还有很多。开放包容、宜居宜商的城市氛围，让成都成为了人才向往的热土。成都2019年政府工作报告显示，过去一年，成都新引进国家“千人计划”专家34人，累计吸引超过25万名本科及以上学历毕业生落户。

Chengdu’s growth potential has been assessed by many think tanks. The city was upgraded to Beta+， taking it to 71st place on the Globalization and World Cities Research Network list in November.

近年来，成都因其高速发展受到广泛关注，其竞争力屡次得到世界权威机构认可。2018年11月，全球化与世界城市研究网络发布最新一期世界城市分级排名，成都继续上升至71位。
